New school year, new phone rules: MCPS to restrict student mobile device use under new state law

Under the policy, MCPS students are not allowed to use mobile devices during the instructional day.

Montgomery County Public Schools will restrict student use of personal mobile devices during school hours starting on the first day of the 2026-2027 school year. The new policy aligns with the Maryland Phone-Free School Act, signed into law by Governor Wes Moore on May 26, 2026.

Under the policy, MCPS students are not allowed to use mobile devices during the instructional day. The restriction covers cell phones, tablets, e-readers, personal laptops, smart watches, smart glasses, and any electronic items equipped with a microphone, camera, speaker, or headphones and earbuds, including AirPods.

These rules apply throughout the entire instructional day without exception for unstructured times. Students must keep these devices put away during lunch periods as well as in the hallways while transitioning between classes.

By removing these items, district officials aim to reduce classroom distractions to student learning, support social development by increasing face-to-face discussions with peers and teachers, and cultivate a safer overall school environment.

Under the state legislation, each Maryland county board of education must develop and implement aligning policies by the 2027-28 school year.
