MCPS enrollment decline raises questions for immigrant and multilingual families

Montgomery County Public Schools is preparing for its first major enrollment decline in more than 40 years, a shift that could have implications for immigrant and multilingual families as the district considers the future of some schools.

MCPS announced Sept. 17 that it is beginning a countywide review of elementary and middle schools and will consider whether some should be closed or consolidated.

District officials say some schools have more available space than they need, while other communities continue to grow.

The changes come as MCPS serves an increasingly multilingual student population. Nearly one in five students, 19.4% in 2025-26 participated in the district’s English Language Development program.

Those students represent about 150 countries of origin and speak an estimated 160 languages, according to MCPS data.

“Enrollment in MCPS is declining for the first time in more than 40 years,” according to a Sept. 17 announcement. MCPS officials said the review will consider enrollment, building utilization, capacity, transportation and program models.

For immigrant families, any changes to school locations or boundaries could raise questions about access to English-language services, transportation and other school-based supports.

However, MCPS data cautions against equating multilingual enrollment with recent immigration: District officials say a large proportion of emergent multilingual learners were born in the United States.

Per MCPS, the process will include community engagement, with meetings scheduled beginning in October. School district officials expect decisions related to closures and consolidations during the 2026-27 school year, followed by a countywide elementary boundary study in 2027-28.

Implementation is expected to begin in the 2029-30 school year.

For families, the coming discussions could determine not only which schools remain open, but how students access programs and services as MCPS adjusts to a changing enrollment landscape.
