The Montgomery County Council meets Tuesday for a full agenda featuring long-term decisions on trash disposal, final votes on a corridor rezoning plan and an evening town hall for local youth.

The meeting begins at 9 a.m. with official proclamations recognizing Dolly Parton Day and Economic Development Week. Throughout the day, council members are expected to tackle policy decisions that directly impact local property, utilities and daily services.

Council members will resume discussions with representatives of the Department of Environmental Protection and plant operator Reworld to plan the future of waste disposal in the county.

Local officials will be evaluating continuing long-term operations at the Resource Recovery Facility in Dickerson, transporting waste via long-haul routes to landfills outside Montgomery County, and investing in modern waste-sorting and treatment technologies.

Any potential changes made during these sessions will directly shape local utility rates, recycling programs, air quality and trash collection services over the coming decades. Additional review sessions focused on community impacts, costs and racial equity are scheduled for Oct. 13 and Oct. 28.

During the afternoon session, the council is expected to vote on several key land-use measures including a sectional map amendment covering roughly 905 acres along University Boulevard.

The plan updates zoning rules for 158 acres while keeping 747 acres in their existing classification. The measure implements the 2025 University Boulevard Corridor Plan to encourage walkable communities, updated housing options and revitalized commercial spaces.

Council members will also vote on updating rules for vehicle repair shops in Rural Village Center zones. The measure changes repair shops from conditional to limited uses, cuts required property setbacks for new buildings from 100 feet down to 50 feet and allows alternative tree-shading solutions such as canopies. Votes are also scheduled to establish administrative processing fees for restoring abandoned nonconforming property uses and to streamline how future zoning text amendments are introduced.

At 1:30 p.m., the council will hear testimony on water supply spending control limits, the 10-year comprehensive water and sewer plan, and proposed administrative fee schedule additions.

And at 6 p.m., local officials will host a youth town hall at the Council Office Building in Rockville, giving young residents direct access to ask questions and share concerns with county leaders.
