In a direct effort to counter fear and streamline community support, Montgomery County officials officially launched Wednesday a new online reporting portal designed to track Immigration and Customs Enforcement (ICE) activity across the county.

The[ tool](https://www.montgomerycountymd.gov/protecting?ref=themontgomerybrief.org), established under the recently enacted Unmask ICE Act (Bill 5-26) and County Values Act (Bill 3-26), is the latest effort by local leadership to shield its immigrant population from federal overreach.

According to recent census figures, roughly one in three Montgomery County residents is foreign-born. While the portal marks further increases the differences in politics between local and federal authorities, during a media briefing county leaders emphasized they are not trying to ban federal officials from entering Montgomery County, but they are fiercely protecting county-owned spaces and its immigration population.

**How the Portal Directly Empowers and Protects Immigrants**

When rumors of immigration raids quickly spread across local social media channels, it often sparks panic and keeps families trapped indoors. County Executive Marc Elrich said that the portal aims to replace panic with verifiable facts.

The initiative will feature educational videos and one-pagers printed in multiple languages, with Elrich noting the more residents know, the harder it is to intimidate them.

In the briefing, local officials also said the immigration reporting portal has a minimal direct cost, consisting mainly of staff time rather than new spending.

Beyond spreading information, the portal allows the county to deploy rapid support services by aggregating local reports and analyzing trend data in real time.

If a specific neighborhood is being heavily targeted by federal agents, the county plans to proactively deploy supportive services to that area to assist displaced individuals or minors who may have been left behind and separated from their parents.

Beyond that, the system will enforce the “Unmask ICE” mandate. Under Bill 5-26, law enforcement operating in the county cannot wear masks, with narrow health exceptions, and must disclose their names and badge numbers. Residents can use the portal to report masked agents, sending data directly to the county attorney to review for potential legal citations.

The portal will also help block staging grounds; if data shows ICE routinely using specific county parking lots or garages to stage operations, the county will respond by installing warning signage, gates, or fencing to lock federal agencies out of those spaces.

Yet, county leaders openly acknowledged that Montgomery County does not possess the legal authority to block federal agents from executing lawful actions within county borders.
